Business software is not judged by its demo but by its adoption rate six months later. Production planning, contract management, shipment tracking, in-house ERP: these tools replace Excel files, email exchanges and sometimes software from the 2000s that no one dares to touch anymore. If they are poorly designed, field teams bypass them and the project is lost, even if delivered on time.
Here is our 2026 selection of the ten key agencies in France for designing custom business software, building an ERP or a CRM adapted to your processes, or modernising an ageing application without interrupting operations.
Our selection criteria
To be featured in this Top 10, an agency must meet the following criteria:
Business software in production, used daily by operational teams, not just prototypes.
A process-driven approach: workshops with users, mapping of existing systems, design with field teams.
The ability to integrate with existing information systems (ERP, CRM, directory, accounting tools) and to migrate historical data.
An expertise in taking over and modernising existing applications, not just writing new code.
Verifiable references, with an in-house team of engineers and contacts reachable in France.
Transparency regarding code ownership, maintenance, and reversibility conditions.
Ranking compiled by Galadrim. We feature in our own selection by applying the six public criteria above.

1. Galadrim
The French tech & AI agency that designs bespoke business software and ERPs, and modernises existing applications without service interruption.
Year founded : 2017
Size : 170+ people, including 140+ senior tech profiles from Polytechnique, Centrale, or ENS. Founded by two former Polytechnicians (ex-Meta, ex-Microsoft).
Headquarters : Paris (HQ), Nantes, Lyon. Presence in Spain, Switzerland and the United Kingdom.
Business software expertise: Bespoke business software and ERPs, internal tools, B2B client portals, integration with existing IS and migration of historical data. Six-step approach: Discovery and scoping, design with field teams, iterative development, deployment, training, then ROI measurement. Legacy modernisation in batches delivered one by one, old and new versions coexisting during the transition. AI integrated when relevant: classification, document management, agents.
Key clients : Logfret, Groupe Delisle, Groupe MG, Apenda, Fibus, DirectSkills, Vinci Construction, Fédération Française de Tir. 200+ business software and ERPs deployed, 150+ applications modernised in production.
Signature client case : Logfret (international freight, 65 countries, 300 employees): a unique application from quotation to invoicing, interface in 11 languages, with a customs classification module using a language model for 5,000 references. DirectSkills: progressive exit from ColdFusion since 2021, function by function, for a temporary staffing management platform which processed 1.7 million contracts in 2024. Groupe MG (accounting expertise, 30 agencies): document management and client portal, with the migration of 11 TB of archives dating back to 1961. Fédération Française de Tir: replacement of an application that could no longer evolve, in service since 2024 for 250,000 licensees, including during the Paris Games.
Why it features in this ranking : Galadrim ticks all six criteria: software in production with publishable figures, 98% adoption among its clients three months after deployment, and an employed team capable of taking over a heavy legacy system or writing an ERP from scratch.
2. Theodo
The large French tech consultancy, for key account business platforms and migrations that cannot tolerate interruption.
Year founded : 2009, by Benoît Charles-Lavauzelle and Fabrice Bernhard.
Size : 700+ employees, 6 offices worldwide (France, United Kingdom, Morocco, South Africa).
Headquarters : Paris.
Business software expertise: Web and mobile platforms, internal tools integrating AI, legacy application modernisation, data and cloud, following an in-house method, Lean Tech.
Key clients : Bpifrance, France Identité, Egis, Manpower, Urgo, HealthHero, Compagnie des Alpes, Ministry of National Education.
Signature client case : HealthHero: migration of a legacy patient management system to a NestJS architecture, with no service interruption, saving 600 k€ in licences per year. Egis: an internal tool delivered in 10 weeks that saves 150 days per year on architectural sketch production. Bpifrance: the State-guaranteed Loan platform launched online in 5 days.
Why it features in this ranking : Team depth to support critical software for a key account, and quantified modernisation cases. Less suitable for an SME looking for a bespoke ERP on a contained budget.
3. OCTO Technology
The architecture consultancy to call when the software to be modernised is an entire Information System.
Year founded : 1998. An Accenture subsidiary since 2017.
Size : Several hundred consultants, architects and engineers. Certified B Corp and Great Place to Work.
Headquarters : Paris.
Business software expertise: Product & Design, Software Engineering, Cloud & Platform, Data & IA. Modernisation of existing Information Systems, AI-assisted legacy code reverse engineering, consulting and Delivery.
Key clients : From startup to multinational, with a historical foothold in banking, insurance, energy, and major public services.
Signature client case : Feedback presented publicly in 2025: reverse engineering of approximately 1,500 COBOL modules combining syntactic analysis and LLM, with analysis time reduced from 6 to 2 weeks per module; analysis of a Java application of 200,000 lines, 70 tables, and over 100 screens, without documentation or access to business experts.
Why it features in this ranking : The right partner when the question is "how to get out of this foundation without stopping production". A publicly documented technical culture (publications, USI, La Duck Conf, School of Product), which allows for judging on merit. Oversized for an SME's internal tool.
4. Ippon Technologies
The cloud, data, and Java consultancy for technical departments modernising their Information Systems.
Year founded : 2002, by Stéphane Nomis.
Size : 700 experts worldwide.
Headquarters : Paris, with presences in the United States, Morocco, and Australia.
Business software expertise: Application development, Information System modernisation, cloud migration, data platforms. Ippon is behind the open source generator JHipster, created by Julien Dubois while he worked there.
Key clients : Engie Digital, Suez, Sodebo, Berger-Levrault, Groupe Voltaire, Orange Bank, Galeries Lafayette, French Office for Biodiversity.
Signature client case : Suez: digitalisation of industrial processes. French Office for Biodiversity: portal development. Groupe Voltaire and Orange Bank: cloud migrations.
Why it features in this ranking : A very solid profile on the technical foundation and the takeover of ageing Java applications. This is the consultancy entrusted with the platform, less so the one that will run workshops with field operators.
5. Smile
The European open source integrator, to adapt an Odoo ERP rather than writing it.
Year founded : 1991
Size : Approximately 2,000 experts, 20 agencies in 9 countries.
Headquarters : Asnières-sur-Seine.
Business software expertise: Open source solutions integration, Odoo ERP (18 years' experience, 100+ projects, 80+ experts), business apps, legacy modernisation. Majority shareholder of SensioLabs, the publisher of the Symfony framework, since 2019.
Key clients : Somfy, Lactalis, Snowleader, Azelis, UNESCO, SICTIAM.
Signature client case : SICTIAM: Odoo version upgrade to get out of a technical deadlock. Somfy: data flow management between the French IS and international subsidiaries.
Why it features in this ranking : When 80% of the requirement is covered by an off-the-shelf ERP, adapting it is cheaper than rewriting it. Smile provides deep expertise in Odoo and the open-source ecosystem. Rule this out if the core requirement is a process that no one else has.
6. Webnet
The Ile-de-France agency for bespoke business applications and long-term maintenance.
Year founded : 1996
Size : 200 consultants, 5 agencies in France.
Headquarters : Sèvres, with offices in Paris, Lyon, Nantes, Lille and Bordeaux.
Business software expertise: Bespoke business applications, web and mobile, Third-Party Application Maintenance, cloud and DevOps, UX/UI. Symfony, .NET and Java stack, AWS hosting.
Key clients : ADEME, Veolia, EDF, Enedis, SNCF Connect & Tech, Thales, TotalEnergies, La Banque Postale, Restos du Coeur.
Signature client case : ADEME: digital platform dedicated to polluted brownfield sites. Veolia: recycling business application. Restos du Coeur: optimisation of the PARCOEUR tool through application maintenance. Verifimmo: Asterisk business application.
Why it features in this ranking : Thirty years of business applications and a Third-Party Application Maintenance (TMA) offering that ensures continuity: an often-overlooked criterion, as business software typically lasts ten years. A sound choice for a mid-sized company or a public body seeking a stable partner rather than a product team.
7. VISEO
The consulting group that integrates SAP and Salesforce, and develops bespoke solutions around them.
Year founded : 1999, by Olivier Dhonte and Eric Perrier.
Size : 3,000+ employees, €360M turnover.
Headquarters : Boulogne-Billancourt, with teams in over 20 countries.
Business software expertise: SAP ERP and Salesforce CRM integration, bespoke development and business application modernisation, enhancement maintenance, data and AI. Microsoft France AI Partner of the Year 2024.
Key clients : Large international groups; the business originated from SAP projects for L'Oréal.
Signature client case : ERP and CRM integration programmes carried out for multi-country groups, complemented by the development of surrounding business applications.
Why it features in this ranking : The alternative to entirely bespoke solutions for a large group already equipped with SAP or Salesforce: having bespoke development handled by the core integrator avoids breaks between the software package and applications. Less suited for an SME starting from scratch.
8. Marmelab
The Nancy-based agency for back-offices and internal tools, publisher of react-admin.
Year founded : 2013
Size : 21 employees.
Headquarters : Nancy.
Business software expertise: Admin interfaces, dashboards and B2B applications. Publisher of the open-source framework react-admin (26,000 stars on GitHub), Shadcn Admin Kit and Atomic CRM, a customisable open-source CRM. Two-week sprints with demonstration, with unconditional termination at the end of each sprint.
Key clients : Qwant, ARTE, Coutot-Roehrig, CNRS, Hospices Civils de Lyon, Harmonie Mutuelle, Bpifrance, Canal+. 250+ clients.
Signature client case : Coutot-Roehrig: R², a full-text search platform for hundreds of millions of civil status records. BibCNRS: front-end redesign of a search engine used daily by thousands of researchers.
Why it features in this ranking : The best guarantee of a back-office's quality is to have written its framework. A CRM or internal tool built on maintained open-source components can be easily taken over by an internal team. Small team: suitable only for the scopes it can cover.
9. Dernier Cri
The B Corp certified product and tech agency, which treats business software as a product.
Year founded : Not disclosed; the agency claims products delivered since 2009.
Size : 52 people: designers, Product Managers, developers, QA, data and AI.
Headquarters : Lille, with a presence in Paris.
Business software expertise: Process analysis, UX/UI for internal users, bespoke business applications, Information System (IS) integration (ERP, CRM, API), automation, rights management, Third-Party Application Maintenance. Offering dedicated to the modernisation and redesign of existing products. 200+ products delivered.
Key clients : IAD, Regate by Qonto, Kolecto, April, Auchan, Ynda, Qileo.
Signature client case : IAD: mobile business application for real estate agents (property entry, photos, plans generated via Easyplan, task management), used daily by 100% of agents. Ynda: redesign of the B2B order portal for cafes, hotels and restaurants.
Why it features in this ranking : A complete product team, including QA, and business tools designed for adoption. Fewer published references on heavy ERPs or legacy migrations than leading firms.
10. Code Lutin
The Nantes-based open-source software company, long-term partner of public research.
Year founded : 2002
Size : Between 20 and 49 employees.
Headquarters : Saint-Sébastien-sur-Loire, near Nantes.
Business software expertise: Development of open-source business software, application maintenance, database migration. Member of the Réseau Libre-Entreprise.
Key clients : Ifremer, INRAE, Office français de la biodiversité, CNIEG, Action Logement (APAGL), My Money Bank, CNRS.
Signature client case : Ifremer: a collaboration spanning around twenty years. INRAE: Agrosyst since 2013, and approximately ten projects since. Office français de la biodiversité: migration from Oracle to PostgreSQL for the SISPEA system.
Why it features in this ranking : Client relationships spanning decades and code delivered under an open-source license: reversibility is guaranteed by design. A natural choice for a public institution or research organisation, less so for a company seeking a product team with integrated design.
Bespoke or off-the-shelf software? If the core of the need is standard (accounting, purchasing, payroll), an off-the-shelf ERP adapted by an integrator is cheaper: Smile on Odoo, VISEO on SAP and Salesforce. If your competitive advantage lies in a process unique to you, or if users are already circumventing the software package, a bespoke solution is essential.
Create or modernise? Modernising ageing software (WinDev, Access, ColdFusion, fat client) requires specific expertise: code audit, splitting into batches, coexistence of old and new, data migration at each stage. Galadrim, OCTO and Ippon have public references in this area. See also our approach to the
legacy modernisation.
What size of partner? A large account with a structured IT department will find the expected team depth and governance at Theodo, OCTO or VISEO. An SME or a mid-sized company will be better served by Galadrim, Webnet or Dernier Cri. For a back-office or a CRM based on open-source, Marmelab; for a public organisation committed to open-source software, Code Lutin.
What budget should you plan for? The ranges observed in 2026 on the French market: from €30,000 to €80,000 for a targeted internal tool (one process, a few screens, one integration); from €150,000 to €500,000 for multi-module business software or a bespoke ERP with data migration; beyond that for the modernisation of an entire IS. On a time & materials basis, expect a daily rate (TJM) of €500 to €900 depending on seniority. Also budget for maintenance, often 15 to 20% of the initial cost per year.
The filtering question: « What is the utilisation rate of the last business software you delivered, six months after its commissioning? » An agency that does not measure adoption does not strive for it.
